Is there a way to define a reinforcement bar to another element (or multiple elements), say the column, beam or slabs its in? Would IfcRelAssignsToProduct be correct?

IfcRelAggregates. You'd have an IfcElementAssembly, and within it an IfcBeam (or column, etc) and IfcReinforcingX.
