Duplicate IfcClassification when importing a type from a library

I have a library of element types with a set of IfcClassifications for each of several classification systems.

When I import these types into another file, the classifications are duplicated, and IfcClassificationReference relationships are created on each imported type for the duplicate classification.

My question is: is this expected behavior (Bonsai/IFC) or is it a possible bug?
