Short answer: no. You should create a Wall and then use openings and half space solid to void It or cut It with booleans.
Anyway i think nothing prevents you from creating a walltype defined by horizontal layers and rotate It vertically, but you Will lose wall's special powers. Am I wrong?

I don't mean editing the wall to insert faces and making and opening but instead that the we could interact with a profile that controls the direction or the shape of the wall in the plan view.
