I try many times that when I finish marking and close the file, when I reopen it all the annotation gone. Also, the annotation that I make it from duplication just disappeared. And the video is the demonstration of the situation.
For some reason, when placing dimensions in edit mode, and if you run a drawing right away, without exiting edit mode, the dimensions don't save in the .ifc file.
Probably a good idea to post a 'bug' about this on github: https://github.com/IfcOpenShell/IfcOpenShell/issues/new
In the meantime, to save your dimensions, exit out of 'edit mode' before you run your drawings and/or save your .ifc file.

My version is blender4.1 with blenderbim-240602-py311-win
