Never tried this, but I remember there was also a standalone dxf converter to fbx? I vaguely remember using that to get profiles into Blender and convert them to meshes, then extruded them and then exporter them to IFC (This was before I knew BOLTS existed)
Well depends on what kind of data you need, if it's simple 2d, then adsk trueview to dxf then as coen says dxf import to blenderbim. 3d should work as well, but I never tried it.
Other than blenderbim, archicad supports dwg import quite well and exports basic 2d in ifc.
If it's something complexer (if I remember correctly even hatches don't survive blender import or archicad export) you'll probably suffer. https://docs.blender.org/manual/en/latest/addons/import_export/scene_dxf.html

... you haven't mentioned what you've already tried.
So apparently Autodesk removed the option to convert dwg to dxf from the gratis viewer, so the list Duncan posted is very relevant.
