Unfortunately the answer right now is no. Layer sets are a pretty strict parametric requirement that requires you to have extrusion profiles with a thickness for all the layers to fit within. So it probably saw the complex roof geometry, gave up, then went back to what it knows ... a wall ;)
The way to do this would be for the parametric roof generator to support creating the roof as an aggregate, then it would create each segment of the roof (i.e. each fall) as an individual IfcSlab (roof slab) with layers. You probably can see this type of output already coming out of proprietary tools.
